Minister John Stevens
John L. Stevens, U.S. Minister to the Kingdom of Hawaii
Whereas, on January 14, 1893, John L. Stevens (hereafter referred to in this Resolution as the "United States Minister"), the United States Minister assigned to the sovereign and independent Kingdom of Hawaii conspired with a small group of non-Hawaiian residents of the Kingdom of Hawaii, including citizens of the United States, to overthrow the indigenous and lawful Government of Hawaii;

So again, they concede that the government of the Kingdom of Hawai'i was the lawful government at that time, and that an official agent of the United States government conspired to overthrow the government of Hawai'i. So the United States government is bound by the actions of its agent, of its Minister... If the Minister did it, it's just the same as the President doing it. There's no difference. The President is bound by the actions of his Minister. And the United States government was bound by the actions of the Minister. So it was the United States government that conspired to overthrow the lawful government of the Kingdom of Hawai'i. Again, an internationally illegal act at the time it was done.
